Bill, Phil, Gil, Derek, Anthony and Byron and Families. Please accept my sincere condolences on the passing of a great man and father. I have many fond memories of the family across the road.Too many to mention here except 2 that stand out. Many years ago while home we spent a Christmas Eve Supper with your Mom & Dad. We were treated like family off course, reminiscing, some tea and maybe desserts. To this day Jarrod and Courtney refer to them as the Haystack family. When driving back to New Harbour that evening my daughter said Dad that was the best Christmas Eve ever. This past summer I visited Vivian with my son and grandson. Iit was an awesome 2 hours filled with laughter and yes a few tears. I will sorely miss my visits across the road. Hope to see some of your next summer. Vivian RIP my friend.

To All The Hiscock Family: What words can I convey that could lessen the loss of your such a dear man. I had the privilege of working with Mr. Hiscock while he was the Town Manager of Victoria as well as while he served as a Councillor. He served in many capacities with numerous community groups, organizations and committees duly earning him to be forever known as one of the biggest contributing citizens to our town. Many times over the past number of years I found myself calling him for his knowledge of the town's infrastructure and history; which he enjoyed as it made him feel that he was still a part of our town's development but now I know I can't call him any more which saddens me greatly. I am honored to be able to call him my friend and I will miss his phone calls at work to check in on me. Rest peacefully and know that you had a tremendous impact on so many people and our town that will last forever.

Bill, Phil , Gil, Derrick, Anthony ,Byron , your wives, children and grandchildren. First of all please accept our humblest apologies for not being there to share with you the grief of loosing one so dear. To use the word shocked by the news of Viv’s passing would be an understatement. Vivian was not only a brother in-law but a dear friend. He has been part of the Penney family for slightly longer then I have. He was my Mothers favourite and yes she had favourites as Bill can agree.
There are lots of stories and things I could write here but It is not my intention to bore you at such a difficult time . When Viv came to the Penney family and started his own family, we were intermingled as one . My oldest brother left to pursue the Navy and see the world leaving Viv to fill that role. He quickly became the go to guy. I remember many outings with as many kids as could fit would pile into the old car and off we would go . Viv would sometimes have to make multiple trips to the old halfway house site on the Barrens for our 24th of May family Boil up. Viv’s boys and the Penney boys were raised as brothers and most of us remain like that today. I remember many weekends and to use today’s term “sleepovers” in Victoria, I remember helping white wash the fence where I learned that a holiday had other meanings then a summer off from school.
I remember playing in the hay loft, getting blasty boughs for the fire and one great memory would be homemade ice cream in the old hand cranked churn. Viv would crank that handle for a long time and the end result would be delicious - great memories . It was also mandatory during these sleepovers to attend Sunday School . something I still remember to this day as it was my first encounter with guitar music. I remember listening to Lloyd Clarke play on Sunday afternoons spurred a desire in me for music which I am proud to say, I still enjoy today.
If we needed a wrench or to fix the car we would go to Viv’s Garage and it was during one of those trips Bill and I trying to get my old car fixed which was an ongoing thing for us young fellas, that I met my beautiful future wife. I also had the great experience of sitting next to Viv for 3 hours in an old Terex tractor clearing snow . That was in 1974 when we got a lot of snow and you learn very quickly that clearing snow is a difficult job especially when you are not sitting in the operators seat.
Viv was a person who was always appreciative of things you did for him . He would always call to say thank you no matter how trivial the thing you did was.
He always ended the conversation whether it be on the phone or in person with the phrase “See you later or talk to you later me buddy”.
Vivian you were always a true friend and an inspiration to all who knew you So Long .

The Hiscock Family; So sorry to hear of Viv's passing. What do I say about him. We worked together at the Town Council office for years and I know how much he loved his Aunt Shirl, his boys, his grandchildren and great-grandchildren. Vivian loved his Town and the people in it. He was a dedicated Fire Chief, a dedicated Town Manager and a dedicated Town Councillor. He was a people person and there weren't many people around who did not know him and I guess it was because of his connection with so many organizations, especially the Victoria Lions Club. To all Vivian's Family and Friends. Saddened to hear of the passing of a life-long friend. Traveled back through "memory lane" since receiving the news and considered a few of the many "stones of remembrance" I have of one of my heroes in Victoria.
1. Although a few years my senior, I was treated as an equal by Vivian, Lloyd Clarke, and others of that age group even when I was a young boy.
2. Fond memories of him and other hockey players who made the Victoria team of the 1950's a force to be reckoned with.
3.Appreciated his catering to me (shorter than most in the line up) waiting to get the mail in the little"bale box" post office.when he worked there.
4.His asking me to accompany him on occasions when he drove Pastor & Mrs. Taylor to Carbonear to visit "Uncle Silas and "Aunt" Flossie Penney.
5.His care and concern shown to my Mom and daughter in his various capacities with the Town of Victoria.
6.The friendly compassionate chats when we visited another mutual friend, Winston Bess.
7. Above all, the morning he phoned me with the long awaited, most important announcement that he had accepted and made commitment to the Saving Grace of Jesus earlier that morning as he told me he would.
8. The ensuing times of fellowship with him and his well beloved, Shirley.
9.Our last telephone conversation on May 4th when he disclosed to me the doctors' prognosis of his condition. He talked freely and without fear about it. As we prayed, wept., and rejoiced in the Great Hope together, the triumphant boom of resurrection victory silenced the whimpering purr of death.
Until that great day, my friend, my brother; "Go Rest High on that Mountain".
Family and Friends accept our heart-felt condolences, and be assured of our continued prayers, thoughts, and love. Let us all avail of God's Amazing Grace to join him and the Saints of all the ages in the Eternal peaceful Presence of Jesus.

Sandra and I are deeply saddened to hear of the passing of Viv. He was an institution in our community and served it tirelessly as long as we can remember. One has but to look around the community to see evidence that he has lived here. He and Shirley contributed greatly to the community. He had a loving extended family of whom he and Shirley were very proud; they loved their grandchildren dearly. Viv was a tolerant man who took life as it came, slow to anger and of great mercy who loved the community and its people, especially its children. I was so sorry to hear of Viv's passing. I can only describe him as a true Gentleman, Husband, Father, Grandfather, Great-Grandfather. He was all these things and more, but to me he was a true Friend. I grew up knowing Viv Hiscock as the "Council Man". He was the man who ran the town!. I still think that today. When I got elected to council in 1999, he became my mentor very quickly. Every question I had it was directed to him because I trusted every answer I was going to get. He knew this town inside out. His love for his community was so evident in all his actions and always with the towns best interest at heart. I can never express my gratitude for all he has taught me over the last 20 years.

Where do I start to say how shocked I am to learn of Viv's passing. From being our First Fire Chief, First Town Foreman, Emergency Preparedness Member, Lions Member, Council Member, and part of numerous other groups in Victoria, He has been pretty much involved with our communities growth since it's incorporation in 1971. I have so many memories of Vivian, I had the pleasure of working and serving with him for so many years in Council, The Volunteer Fire Dept, the Lions Club and many other organizations in our Community, and I was happy to have him as a friend. He had a love for Victoria and a strong commitment and passion for our Residents. Any task he took on, he gave it gave 100%. Vivian was Victoria's first Fire Chief, our first Town Manager and the first Chair of our Emergency Planning Committee, the work and commitment that he put into these organizations has resulted in the success that these groups enjoy today. In his retirement I visited him often and we talked about so many things, he loved to talk about Council, Politics both local and National and kept up on all the major issues. Those chats would always turn to family and it was always evident how proud he was and how much he loved them.
Victoria has lost a wonderful man, We will all miss you my friend. Glenn

Condolences to all of the Hiscock family. It breaks my heart to hear this sad news. I always referred to him as Uncle Vivian, he was like part of our family. Every encounter with him always ended with a hug and the words “ I loves ya my darlin”. He will certainly be missed by so many. ❤️

My mom ( Bette Lou Johnson) & Viv were born on the same day. Friends since the beginning. I met Viv on a trip home in 1978 and just thought the world of him since the moment we met. He’d always call me his girl and give me a big hug. I just loved to see him. Always fun to talk to and so sweet. I always made sure to visit him when I’d come home for a visit and would get my big hug from him. He’d say “ there’s my girl, I loves ya my darlin’.”
